A day of public events marked the inauguration of the new office-cum laboratory building of the WBPCB. Located at Paribahan Nagar in Siliguri, the building named "Paribesh Bhawan" was inaugurated by Shri Manabendra Mukherjee, the Honble Minister-in-Charge, Deptts. of Environment & Information Technology, Government of West Bengal on November 08, 2003. Shri Hirak Ghosh, IAS, Principal Secretary, Deptt. of Environment and Chairman, WBPCB and Dr S K Sarkar, IAS, Member Secretary, WBPCB were also present on the occasion. The other dignitaries included Shri Ashok Bhattacharya, Minister-in-Charge, Deptt. of Urban Development, Government of West Bengal, Prof. Bikash Ghosh, Mayor, Siliguri and Prof. Pijush Kanti Saha, Vice-Chancellor, North Bengal University. The building was festooned with various backlit display boards for generating awareness on current environmental issues, such as, plastic waste disposal, noise pollution, biomedical waste management etc.
Prior to the inauguration ceremony, a "Meet the Scientist" programme was organised, where eminent scientists directly communicated with the general public and answered their queries. The students of the National Green Corps (NGC) programme of Siliguri and the adjacent areas under Pashchim Banga Vigyan Mancha, Darjeeling District Committee participated in the programme. The enthusiasm of the children was overwhelming. Also the mobile air-monitoring laboratory of the WBPCB, which was introduced by the Honble Chief Minister of the state on June 5, 2003 was kept on display during the occasion. The students and the public in attendance were informed on the technical details of all the air quality and meteorological parameters that the mobile laboratory built inside a van can monitor.
